The  Base  of  my  Ideas  is  a  Simple  access  device  which  makes  a  PC  to accept  Regular Telephone, I found this  piece of  Equipment when i was doing  research on  VOIP

Let's say  I  Call it  as  Access Device. The  Access  device costs about  Rs.500 may come  up to Rs.800 with import charges.

This  Access  device  is  plugged into regular  computer  any kind of PC  running  Win95/98/2000 ,   The other end  you will  connect  your  regular  telephone  making it  as  simple  international  phone
You can  use  cordless too  just  connect internet to  the PC and  take  cordless  or  normal phone and start making  calls  ,   as simple as that.  here is the diagram 

Keeping  legal/Illegal  things  beside ,  here is the solution  that you need to call   Worldwide  phones  from india,  The  provider i  Saw  is  called Innomedia, at a cos  of  5cents/min  ( Rs-2.50/min)  at a  flexibility to make  a call using  phone, as shown in diagram. Here  is what you need  to do,  tell your  people  who are abroad  to  buy and send  this  hardware  called  " VOIP  BLASTER"  made  by creative sells @  $19.99  per piece.  comes with free  100  Minites calling  time to USA. and  you can recharge after that with credit card.  get this  hardware  and  install it  in your  computer / laptop in  india and  plug  in  a  Phone and  make  calls as  if  you  are  in US  dialing  direct  USA  number  from  cordless  or  normal  phone.

For  businesses,   also you  can  just  run phone   wires  from  this  component  to a closed  phone  booth and  run it as  regular ISD  phone booth,  good  for  Browsing  centers  because  they already have  computers,   connect  as  many devices  as  you can and  run at least 4  telephone lines with 64kbps Link. or  with double telephone  line  modems. 

Well  the solution uses  international gateways  to call the  international phones, so it is  still  not  pure legal for  business  users.
I may start  working with Indian  service providers  to make  this  pure legal solution for  businesses  and  office  use.
Right now  anyone India can do this  and  call anyone.

Possible  business/office applications  I see are.

1.  Cyber cafés  now  can have Pure telephone booths with Pulse meter and accept  customers  to call US/UK/Singapore etc..
  backend it  uses  a  computer to route calls.
2.  Home users  who don't  have  PC at home  can get connected  via  Cyber café to their  children.
3.  I am working on a IP  PBX  which is  very much cost effective  incorporating  Voice mail,  FREE Branch Office Calling with a  minor  One time investment
